What is HIPAA?

The Health Insurance Portability and Accountability Act (HIPAA) is a set of rules and guidelines covered in five sections called Titles. Title I deals with health insurance coverage for those who change/lose their jobs. Title II covers health care fraud and abuse. It also sets out standards for eHealth records. Title III speaks to health insurance law and medical insurance deductions. Title IV deals with group health plans. Lastly, Title V is about company-owned life insurance policies.

Why was HIPAA originally created

Originally signed in 1996, HIPAA was mainly created to make sure that people who lose or change their jobs continue to have health care coverage. However, it moved on to combat waste, fraud, and abuse and to modernize the flow of healthcare information via electronic health records.  This was done by defining a set of national standards for securing and protecting the personal medical records of patients.  

Since its origin, the core HIPAA law has been modified and strengthened to improve its effectiveness. The Act includes significant penalties for violations, called “breaches.” The largest reported breach to date affected 79 million patient records and resulted in a 16 million dollar fine.
